There are 12 zodiac signs, and 360 degrees in a full circle. 360 degrees / 12 months = 30 degrees of sky per sign.
So I'm thinking they mean there is a new sign every 30 degrees of angle along the ecliptic.

No. The zodiac is on the ecliptic, and and the ecliptic is aligned with the sun. It is not at a 30 degree angle to the sun. The zodiac does have a range. Perhaps he means the total range of the ecliptic is approximately that amount.
